KES2014 Best Paper Award for Michael SoltysAt a recent KES'2014 (18th International Conference on Knowledge-Based and Intelligent Information & Engineering Systems) conference in Gdynia, Poland, Chair of Computer Science, Michael Soltys presented a paper titled “Fair Ranking in Competitive Bidding Procurement: A Case Analysis”. The paper was awarded the highest honor at the conference.

This paper is a mathematical analysis of the bidding process that examines how a government contract was awarded for security vendors at North America’s Pan Am Games. The controversial process bestows multi-million dollar contracts to the best bid, however in this case analysis, the contract was awarded to the more expensive bidder, causing pushback from local government officials on how they spend tax payer dollars for city wide events.
